TX HB 1451 was never a "Puppymill" Bill as claimed, but rather a first step
in Texas by radical "animal rights" extremists to end all breeding and sales
of dogs and cats in the state. There's no such thing as a responsible
breeder according to them.

Licensed Breeders Advisory Committee
Date: Wednesday, December 7th, 2011
Time: 9:30 a.m.

The Advisory Board will hear reports from Texas Department of Licensing
and Regulation (TDLR) staff and will appoint working groups to begin the
process of drafting the implementing regulations for House Bill 1451, which
passed in the 2011 legislative session. There is a designated public comment
time if concerned individuals would like to attend and address the
committee.
The working groups will be as follows:
1. Work Group on Standards - Assigned tasks include reviewing all
rules and matters related to the administration and enforcement of Chapter
91, including licensing fees, standards of care and confinements of animals,
including but not limited to the federal regulations and ensure the minimum
standards incorporate section 802.201 requirements
2. Compliance Work Group - Assigned tasks include reviewing all rules
related to compliance by licensees and persons engaged in dog or cat
breeding, including but not limited to periodic inspections, out of cycle
inspections, and penalty matrices
3. Licensing, Registration and Training Work Group - Assigned tasks
include reviewing all rules related to the licensing of breeders and the
registration of inspectors, including, but not limited to, criminal
conviction
guidelines, and inspector training
